Minddie Lloyd is a dedicated wife, mother, grandmother, and longtime advocate for the people of Clark County. With over two decades of service to the Las Vegas community, Minddie has built a reputation as a voice for the vulnerable, a leader in justice reform, and a tireless public servant.

Professionally, Minddie serves as the Judicial Executive Assistant to District Court Judge William B. Kephart, where she plays a critical role in the daily operations of the courtroom. Her deep knowledge of the legal system, organizational management, and victim advocacy gives her a unique perspective on public service—and makes her exceptionally qualified to serve as Clark County Public Administrator.

The role of the Public Administrator is a solemn and vital one: managing the estates of deceased individuals who have no known family or named executor. It requires integrity, empathy, and a strong moral compass—qualities that define Minddie’s lifelong work. From protecting victims of sex trafficking and domestic violence to serving on the Nevada Funeral Board and the Nevada Commission on Aging, she has consistently demonstrated compassion and accountability in service to others.

Minddie is the co-founder of Bamboo Bridges, a nonprofit focused on anti-trafficking and domestic violence prevention. She’s worked closely with law enforcement and survivors through the Southern Nevada Human Trafficking Task Force, and served as a member of the Clark County Domestic Violence Review Team. She is also the former executive for the Injured Police Officers Fund (IPOF), and remains a respected spokesperson for first responders and victims’ rights.

In addition to her advocacy work, Minddie has been a bridge-builder in the Asian American and Pacific Islander (AAPI) community, previously serving as co-director for the National Asian Pacific American Women’s Forum (Las Vegas chapter) and holding key leadership roles with the Asian American Group, Asian Police Recruitment Advisory Board, and the Asian Police Officers Association.

Appointed to statewide commissions by Governor Brian Sandoval—including the Nevada Funeral Board (Chairwoman, 2012-2013) and the Nevada Commission on Aging—Minddie has demonstrated a clear ability to lead with professionalism and purpose.

Now, she’s ready to bring that same dedication to the Office of the Public Administrator—where compassion, trust, and accountability matter most.
